It can mean various things.
 Xs and Os (English - U.K. and Ireland)
or naughts and crosses.
meaning tic tac toe in american or tres en raya in Spain.
a simple game really.

It can also refer to hugs and kisses but thats represented more like xoxo!
There are other uses or meanings as well!

O STANDS FOR KISSES.
when you write a letter and you end it up with XXXXOOOO
MEANS "hugs and kisses"
