hi, what mean the words "nådde" and bygger opp in this context??

Hi do you want the answer in inglish?? or spanish??, i read the newspaper today
about gjøvik. Nådde its means ALCANZAR in spanish or REACH in inglish.

The words "bygger opp under" in this sentence would roughly mean "make it easier
to....". The sentence is probably a mason\carpenter term and is probably
intranslatable. eks:  Muren bygger opp under taket = the wall supports the
roof.
